A prepaid card is usually declined because the balance is too low, a hold went above the bill, or the merchant is one the card does not allow.
The issuer decides, not Genghis, and each card has its own rules on countries, subscriptions and registration. Check your balance first, then the rules below. If the funds are there, contact the issuer.

What are the most common reasons?
Five, per the issuers' terms and Visa's gift card page (checked September 25, 2026):
- Balance too low. A purchase above the balance is generally declined; splitting it with another payment needs the merchant's agreement.
- A hold above the bill. Hotels, car rentals and restaurants may authorize up to 20% more than the bill, and the hold lowers your balance until the final amount posts.
- A subscription. The US and Canadian reward cards, American Express USD, Vanilla Visa Japan and Visa Prepaid Card Australia refuse recurring payments.
- A merchant abroad. The US reward cards work only with US merchants, foreign websites included. American Express USD works in the US, the US Virgin Islands and Puerto Rico.
- Details that do not match. Visa Canada says an unregistered card, or a name or address that differs from the registration, may be declined. My Payment Vault says most web merchants check the address.
Why was my voucher code refused?
Usually a limit or rule of the voucher, per its issuer (checked September 25, 2026):
- CASHlib: a standard code pays up to 50 EUR per payment; above that you need a free My CASHlib account.
- paysafecard: "no credit" means the code was already used or loaded elsewhere, or fees took the payment above the balance. In France, a classic code pays only online gaming merchants.
- Neosurf: check that the site accepts Neosurf, the voucher has not expired, the PIN is typed right and the balance covers the payment.
The funds are there and it still fails. What now?
Contact the issuer on the number or site in your card documentation, as Visa advises. Vanilla's site adds that a decline with enough funds is most likely a security measure: try another merchant, or in person, and include the CVV.
